All new standalone certificates must be approved by the Indiana Commission for Higher Education (ICHE). In addition, any IU degree or program in which 50 percent or more of the content is delivered online—including graduate certificates—must receive approval from IU Online. If you have not yet started this process, contact the IU Office of Online Education to begin. The Graduate Affairs Committee will not review your proposal until IU Online approval has been granted.
For new standalone graduate certificates, the required form depends on the number of credit hours. Certificates with 13 credit hours or more must use the ICHE New Certificate Proposal Form (NOTE: New Form, effective July 1, 2025). Certificates with 12 credit hours or fewer must complete all required sections and appendices of the IU Certificate Proposal Form. In both cases, include the addendum titled “Review of Degree Enrollment and Effectiveness” with your submission.
Any new courses required for the program should already be approved or in the course remonstrance process. Information on submitting new courses or revising existing ones is available on the Add or Change Courses to the Curriculum website.

The IU Graduate School Indianapolis must receive new graduate certificate degree proposals for review at least four (4) weeks prior to the next regularly scheduled Graduate Affairs Committee meeting. Please check the meeting schedule.
